Yes the GPU uses vram to display pixels from textures (aka texels).

Texture settings define the resolution of textures in TF2. High texture settings will increase the resolution of textures, and low texture settings will decrease the textures' resolution. High res textures are going to take longer to render than low res textures due to the larger amount of pixels that need to be rendered.

TL;DR Yes there is a performance impact from texture settings.

no, even if he's right there is an obligation we all have to downfrag AimIsADick regardless of what and where he posts.

Also, quantifying actual FPS impact would be more useful because generally TF2 isn't GPU-bound, so there is a serious question of whether the increased GPU workload has more than nominal practical FPS impact on anything above Intel integrated graphics.

I'm close to ditching this site for good. I already gave bad reviews of it. Anyway that's unreasonable behavior since sometimes I make good posts.

Since updating my config to the newest version ive been having 1 issue. Every so often i will see a ragdoll for a split second before it disappears instead of instantly disappearing. I will also hear the ragdoll sound most of the time now. I'm using the low preset and haven't changed anything in the customisation area, which says all ragdolls and gibs are off.

Unfortunately, fully disabling ragdolls has a bug but I have been hearing feedback that this change has been undesired so I am trying to figure out a good solution. In the meantime, please refer to the above fix.
