How do I reload the hud once at startup like it worked by default in older mastercomfig versions?

After updating from version 8.3.5 to 8.3.8, the console was disabled (con_enable was set to 0). Is this a new feature or something overlooked?
Is the zoom_sensitivity_ratio in the flat mouse addon affected by aspect ratio, m_yaw, or both?
Does DirectX 8 support mat_queue_mode 2 or multicore/quadcore in general?
Changelogs in a nutshell:
We've improved the code.
New code sucks, going back to old code.
Frames dip when a cloaking/decloaking spy is on screen. Is this a config issue or an issue with hardware? Can this problem only be solved by upgrading specs?
Playing in directx 98, low preset with a few things set to very_low,. The bug seems to happen in that part of the spawn area. When I walk away, the lighting seems to return to normal, and back to dark when I return. Switching to dx8 fixed the problem.
Any reason why the lighting bugs out like this? https://imgur.com/a/o1oGP1m
You thought he was the dumbo but it was you who is the dumbo the whole time, wow.
Is there a github where you're saving these new versions of mastercomfig? I'd like to see up to date documentation on version 8.
mastercomssAvenSurfaceproperties.txt from the "No Footsteps" addon doesn't disable the "dust/bullet impact" particles when shooting at walls. I downloaded JarateKing's cleantf2 surfaceproperties.txt and the only thing that's different from his file and yours is that his "gamematerial" is a "-" and your "gamematerial" is a "C". Is this intentional? If not, could it be added into your config?I disable impact particles using fx_* commands in the dxsupport_override.cfg in the low and very low VPKs.
Alright nevermind then. So what does "gamematerial" do?

Any idea why this fog gets more aggressive along the video? I turned off weather effects and lowered particles to their minimum.
How does one add Toonhud's mouse and keyboard controls to the default hud when in the class loadout screen?
Only in the launch options. Here's a screenshot thought I doubt it'll help.
Before 6.12.1, bugs like the %activepipes% label were fixed when you added game_override_once into the config. Now it seems to no longer work, as %activepipes% and other bugs have reappeared.
