Basically I bought new computer few weeks ago I bought all the parts and tried building it myself

-GTX 1070
-Ryzen 7
-16 GB Ram
-850W Power Supply.

I'm on dx8 now and can't even get over 200 fps, any suggestions?

Maybe the parts aren't strong enough? Send help

Ryzen doesn't have the greatest single core performance and tf2 pretty much relies on IPC + clock speed, you can try overclocking which should help a decent margin.
edit: also ryzen gets pretty big performance gain from ram speed, iirc 3000/3200Mhz is recommended for optimal performance.

make sure you install the ryzen chipset drivers, that makes a surprising difference ive heard. same with gpu drivers

where can't you get over 200fps? 200fps in 24 player pubs is pretty good for this gam, try mastercoms or comanglia's config tho

240hz glory

In all seriousness ryzen is perfectly fine in terms of IPC but the main issue is not can't be overclocked as well as Intel. In order to have 200fps plus in a 24 person server you'll need a fps config and a clock rate of close to ~4.4GHz with no background programs open.

Also being a 10 year old + valve game means tf2 doesn't support multithreading well

Verify your build and software installation is OK by running a benchmark like Heaven and checking your scores against similar builds.
Your build should be more than strong enough to run TF2.

Which Ryzen 7 exactly? Overclocked?
RAM speed and timings?
Actually plugged the monitor into the GPU and not integrated graphics? Drivers installed?

guyehhh-GTX 1070
-Ryzen 7
-16 GB Ram
-850W Power Supply.

850W PSU for a ~300W build. I will never understand this.

I'm on a ryzen 5 and a 1060 with no OC and get around ~320 that only dips badly on full pubs. Running on dx9 because I like shiny ubers. My guess is there is something up with the ram, or a driver issue somewhere down the line.

I think you guys both missed that he's running the game on "high" in dx8 I can only assume this is the preset or a max quality config

If it wasn't on high the GPU wouldn't matter. That's why I asked.
More or less expected, yes, but can't hurt to check.

Correct I just saw the dx8 and quit paying attention because I didn't know "high" and dx8 were things that exist together in this timeline lol.

you’re not gonna run tf2 on high settings with 300 fps constant without a cpu clocked at at least 5 ghz

Define "can't even run", as in stuttering or low fps or..?

Also, friendly reminder that overclocking risks overheating, so make sure you got your cooling down.

Do you have a config?

Game is shit. That is normal even on i7s without a config. What R7 did you get? The 1700 is very low clocked by default but overclocks nicely and should make a big difference. Did you get good ram or the cheapest garbage 2133 kit you could find? That makes a big difference on Ryzen.

Weird, I've seen a benchmark of a Ryzen 3 1300X paired with a GT 1300 @ Max settings running TF2 at a consistent 115+ fps.

Did you try Comanglia's Max FPS for High Quality PCs? Or even default settings?
Toaster settings don't make the game run better for most recent builds.
I'm fairly certain DX8 features need to be emulated.
