Valve is effectively a publishing company which always have the scummiest business models on earth. They're effectively just a middleman so they don't have to really employ anyone, and the main thing they're providing for people is exposure so they almost always end up with monopolies (because people want to be on the biggest platform). I'm sure Valve's profit margins are enormous and any of the tech or games they do work on can afford to fail completely because they can just grab some more from the money printer.

Since Scream Fortress 2015, Halloween spells are not acquirable, as Haunted Halloween Gifts were replaced with the Soul Gargoyle, which did not distribute spells. Shortly after that, the Tough Break Update made Halloween spells untradable as an undocumented change, thus removing the loophole of applying any previously existing Halloween Spells.
