YeeHawI don’t know about the lower divs, but prem/div1 is in a very healthy place right now. There is strong competition at the top of prem (rcadia finals going to 5 golden caps, los getting 3rd last season) teams are sticking together, there are plenty of upcoming players (iusti, flick, haunts, balder, brujman, zoey, zambz etc) and old players are returning to play future seasons and lans (adysky, lukas, voxi, hugo, mak, opti etc).
I actually think NA is in a far worse place atm (at least compared to where it was a year ago with G6, WG and a strong froyo). I can only talk about the top level ofc
There were only 21 teams in open last season, 23 in low and 24 in mid. While the higher divs may be doing very well for themselves, the newer players are in a worse position

The scene has been fixed
We've reached a low point of teams that signed up for the last ETF2L season - 115 teams last season (43/Autumn, source.) The lowest before was 120 in Season 2, which was 14 years ago.
With TF2C going down and word of mouth not obviously spreading as far as it should with the alternative pug sites, the scene in Europe is in my opinion on life support.
I don't want to see this game's competitive scene dying, and there's obviously something we as a community should do. Call me delusional, stupid or whatever, but there's something we've got to do.
