So I found this guy who was blatantly cheating in a tf2c lobby, turns out he is also on etf2l. I'd hate to play against a cheater in an official and I'm sure that goes for others too. Can he get banned there if I report him on etf2l for this? Also, where do I report him?

Ban sniper/spy and you'd gain like nothing from cheating. Scouts are easily shut down. It's actually a bit funny.

im just saying except for a couple rockets it doesn't actually look like an aimbot or wallhack (after knowing that he is using a prediction aimbot you could only assume the others are aimbotted too), stv demos aren't lag compensated so you'll find soldiers swipe into the direction of a player after firing a rocket a lot

But when you have rockets coming out at 30-40 degree angles and he didn't move his crosshair to that player in the second prior or second after the rocket, its pretty easy to detect and understand that its a silent projectile hack. He has the aimbot fov cranked very high so it look blatant.

I also still have 3 cheaters pending. Apparently one of their AC mods who still had to review stuff left the staff not long ago. Reports that he had to review still need to be looked at by other people and they are down a man now that he's gone so it's taking a while.

I don't get your point, of course he will be banned. As long as ban request has been made a moderator will review it and then take action. Typically bans are handled in that manner, although it is possible a mod reading this thread will find the evidence posted sufficient and ban the player.
If you want to see the reasons players can/will be banned read their rules section. (once the site is back up). It covers almost 99% of cases where someone might get banned.
