It looks like the CEVO whitelist actually has MORE weapons banned already then ESEA. The soldier backpacks are all whitelisted for ESEA (except of course since the buffs). I feel like the buffs to the Conch won't make much of a different. +2 HP regen per second is actually incredibly slow, and barely noticeable unless you stand out of the fight for a good minute or so...in which case you'd have a medic with you anyway.
Anyway, looks like CEVO will end up having even more weapons banned then ESEA by the end of this.

This does seem a little rushed. And looking at this whitelist why are we voting on the wrangler instead of something like the Vaccinator?

Based on his posts, it looks like the point he's making is that CEVO isn't actually doing anything, the community is. Regardless of whether someone who works for CEVO is actively doing anything or not (hint: people are), CEVO is making changes to the league that people want at an impressive pace.

Sorry to bring up ESEA transgressions, but I always thought it was a mistake for them to ban that weapon mid-season.
In my opinion the Battalions Backup being whipped out on Koth_Viaduct week was one of the most significant moments of meta innovation we've seen in TF2. A weapon that no one was touching all of a sudden became a must run and not because of balance changes by Valve... However, "No Exceptions" ESEA flipped the script and banned it half way through the map week, even though it was eXtremely doubtful that teams would have been running it on a 5-cp map.
It's a powerful strategy for KOTH, but should an item really be banned because it's very useful on one map?
Are you kidding? It literally rewarded people for being bad and taking damage. It suggested hey... You get hit way too much.. Let's give your whole team a shield because you suck at dodging damage. That's not a strategy that's a handicap assist button
