I'm pretty sure the one who uploaded it was masternoob, since he was the one who posted it on tf2center forums the moment it came out, or it was coordinated between admins. http://forums.tf2center.com/topic/9818-april-2016-new-update/#entry34289 . Also love the fact that he upvoted the topic right before he locked it, so noone else could change the ratings LOL.
