Looking to build a PC for a friend. Here is a very rough list: http://au.pcpartpicker.com/p/Wd7YFT

I built a PC with many of the same/similar parts (case, RAM, CPU cooler, motherboard, 750w version of the PSU) just under a year ago but prices on many of them (including the CPUs) have gone up significantly. I would be looking at minimizing cost with using this as a ballpark for performance (but definitely can go lower, this is quite pricey). He's looking at doing a fair bit of video editing and mapping, in addition to uni-work and some newer games, but doesn't mind not pushing top graphics settings in them. If he runs out of space with the 1tb he can always just put in another HDD - he doesn't really store much movies or music it'd just be the video files. The monitor is because he doesn't have a 1920x1080 monitor right now. He can probably wait 1-3 weeks on everything but the monitor if it will help with prices. Getting it around $1350 AUD would be swell.

So definitely wait a bit.

Even if the new CPUs end up too expensive in Australia it's doable.

CPU: Xeon E3-1230 v3 instead of i7-4790, -0.3GHz, -iGPU, -110$, fair trade I'd say.
Cooler: No overclocking so just drop it.
Mobo: No overclocking, no need for Z97. -100$.
RAM: Not much I can do if he actually needs 16GB. Colour scheme though.
SSD: Minor savings, slightly newer.
HDD: Just an alternative, get whatever is cheaper.
GPU: 270/270X is a bit faster. Before I saw your edit I was about the suggest the GTX 960 as a step up, but with the 270 it ends up at 1354$ so it's not happening.
Case: µATX ftw. -150$ if you drop down to something really basic.
PSU: You've got a 750W PSU for a <300W build? That's money well spent. Or did you go SLI? Anyway, Antec HCG-520M, decent semi-modular Seasonic. If you insist on 80 Plus Gold there's the G-550.

Thanks for the quick response! Wasn't aware there were non-i7s with hyper-threading so that helps a lot. Does that motherboard leave room for a decent amount of expansion / is the case large enough that it's easy enough to work in?

In my build I bought everything new except my old GPU as I don't play any new games right now, so just wanted the capacity to beef up when I need it.

It's not that large, but it's acceptable. Not a lot of space for cable management behind the motherboard tray, but there is some which can't be taken for granted at that price. Dust filters aswell, though no modular drive bays.
With only one HDD I'd just stuff the cables in the empy drive bays and be done with it. With a modular PSU there shouldn't be a lot of them and it's the easiest and fastest method for this case.
The PSU is on top so I wouldn't use SLI/XFire for airflow reasons and you'd need a Z mobo for that anyway.

I would advise against the 750 Ti, there's a lot of AMD cards (260X, 265, 270, 270X, 370) with better performance that are cheaper and for TF2 you could even get away with less. So just use whatever's left of the budget.
Also don't get the VS450. It's ancient and doesn't even pass basic 80 Plus, let alone Bronze which is the minimum today.

Yep, found a cheaper 260X, thanks.
The only game here is TF2 (and Dwarf Fortress, which only depends on a single core's CPU speed), so what would be the FPS difference if I switch from a i5 4460 to a i3 4160? The i3 4160 has a higher CPU clock speed, and more performance per core, when compared to the i5 4460, but has 2 cores instead of 4.

I would like to get your personal opinion on the new i5 6600k and i7 6700k, advantages and disadvantages of both in comparison to each other, and then any alternatives you would choose and why.

There is no specific application I am thinking of, I am just looking for general information.

my current i5 is a 3570k, that was rather dumb of me to not include that. sorry!

That said, if the performance increase of going to something like a skylake is MASSIVE then it will be worth the money to me.

Why does this sound so much like an assignment to me?

I'm not sure what you expect, it's business as usual. Slightly lower overclocks and no Hyperthreading on the i5. The only advantage is obviously the price.

Alternatives same as always.
Don't need overclocking -> Non-K
Can't benefit from HT -> i5
Can benefit from HT but 90-95% of the performance of a non-oc'd i7 is fine -> Xeon

On the high end if you don't want/need DDR4 and the rest of the LGA1151 swag and live near a microcenter just forget about the 6700K. You can get an i7-4790K and a Z87-A for less than just the i7-6700K.

i5 vs i5 there's really not much of a difference. So unless you suddenly absolutely need an overclocked i7 I wouldn't upgrade.
Just overclock the i5-3570K if you haven't done so already.

I'm not sure what you expect, it's business as usual. Slightly lower overclocks and no Hyperthreading on the i5. The only advantage is obviously the price.

Alternatives same as always.
Don't need overclocking -> Non-K
Can't benefit from HT -> i5
Can benefit from HT but 90-95% of the performance of a non-oc'd i7 is fine -> Xeon

i would also like to overclock the cpu to at least 4ghz if not higher (was able to get to 4.5ghz with the cpu i use atm).

Single threaded performance is king for games. 4 threads max, so Intel Haswell i3, i5 or even overclockable (-K) i5. Just tell me how fps on what settings in which "current gen games" you want to get so I can find the right balance between CPU and GPU. No point in squeezing an i5-4690K in there when you'd be dissapointed by the performance in everything but TF2. Settings CS:GO might help aswell, although it shouldn't be the limiting factor.

1. The fans spinning fast isn't AMD's fault. There's fan curves/profiles for that.
2. The 212 is a loud cooler. If you wanted a quiet cooler, you should've bought a quiet one, not a loud one.
3. Removing all other fans just means that the case temperature will rise and the remaining fans will spin faster.

95W isn't that much, with the GPU disabled (why did you even get an APU) it's even less.

Never buy tray CPUs. No cooler and no warranty.

Do you gain anything from the higher bandwidth? If not there's no reason for DDR4.

Or you know you could get a Haswell i3 + mobo for 50$ less and still get 90-100% of the performance.

DDR4 brings a lot of architectural changes, but they are only important for the manufacturing.
2133MHz are still 2133MHz, you don't have to concern yourself with how manufacturers get there.

I can't 100% confirm that your memory will run at full speed on the mobo I recommended. Officially Haswell only supports 1.5V (according to Intel) and 1600MHz, but the board does support XMP (which is Intel btw) and apparently it worked for some people. I mean you could even overclock with that board (with a K CPU), even though B85 doesn't support (according to Intel), thanks to bug abuse, and Haswell definitely has no problem with 1.65V and 3000MHz RAM. Just because it's not officially supported doesn't mean it won't work. Unofficial support is just fine.

6700K > 6600K >> 5820K for gaming.
5820K > 6700K >> 6600K for streaming.

I can stream 1080p 30/60fps (60 is really pushing it with only 3.5MBits/s to work with on twitch) on veryfast with an i7-4790K. The 5820K might allow you to go down to faster instead of veryfast, but faster won't do much in terms of quality. Keep in mind that the 5820K has a lower clockrate than both the 4790K and 6700K so it's definitely less than 50% more power you're looking at. It is highly questionable that this would make the difference between being able or not being able to use faster, which takes about 2-4 times the processing power of veryfast.

In other words for streaming and gaming I think the 5820K is a waste of money.
I don't think you'd benefit from DDR4 either, so unless you need more M.2 ports with the current motherboard prices for LGA1151 I don't see the appeal of skylake either.
