Make a post on the steamrep forums. Would be better to go directly to a forum that is set up specifically for cash trading/trading in general than a competitive forum. Also, you would need screenshots, inventory history, chat logs and stuff to lodge a successful report.

If possible, every "I've been scammed, help please" thread should be deleted. (Thus, reducing the number of people coming onto the tftv forums asking for scam help through google) We could possibly set up a stickied thread redirecting anyone who wants to report a scammer to the right forums? (steamrep)
