the ads are not really based entirely from your search history instead its based on your geographic location. So the advertiser can choose where to serve their ads and in what country. If theres an example domestic company who only ship within usa, it would be irrelevent to show the ads for someone who live in germany. That would be wasted money as the advertiser will have to pay for the showed ads on the websites.
