Consistent stuttering on high end pc

Somewhat pulling my hair out trying to figure out why I'm experience constant stuttering on a decent rig. It's about every 2-3 seconds I freeze for half a second.

Things I've tried:
- Mastercomfig (all tiers)
- Install the game to the same drive as the main steam install
- Disable full screen optimizations
- Fullscreen, windowed full screen
- Adjusting fps_max
- dxlevel 90 in startup options

Specs:
- AMD Ryzen 7 5800X3D
- Corsair Vengeance Pro 16GB x2
- Radeon RX 9070 XT 16GB
- Corsair RM1000x
- 2 Samsung SSDs

Graphics drivers / all software is up to date. Really not sure what else to try, this is the ONLY game I have this issue in.

Really basic but have you tried completely resetting your TF2 file? If not, then it might help since you said it's the only game with issues. Mastercoms has an easy guide here: https://docs.comfig.app/latest/setup/clean_up/

I've completely reinstalled the game twice, but I'll try this out as well.

try reinstalling tf2 one more time, but make sure to delete the whole Team Fortress 2 folder and Computer\HKEY_CURRENT_USER\Software\Valve\Source\tf\Settings key
uninstall graphic drivers using DDU and install them again
if you say only TF2, have you tried other Source 1 games (HL2, L4D(2), GMOD)?
does your entire PC freeze or only the game (eg. you can hear music/mumble while the freeze is happening)?
if it's only the game, record the freezing with net_graph 4 on

If your motherboard has integrated Wifi/BT try disabling that through device manager, JayzTwoCents made a video about it being a possible cause for stuttering https://www.youtube.com/watch?v=YWTZkB9rVU0 also, if your monitor has adaptive sync (freesync or gsync) try using that as well

It's set to 1000 right now, but from what I've seen it's only a problem if you go above that. I can try lowering it and see though.

I've done a full reset of my OS recently so all the files / registry were reset. As for the freeze it's just the game, Discord / music do not stutter when it happens. I'll try to get a net_graph 4 vid

In case anyone runs into this post from like Google or something, I solved this issue by changing my RAM speeds in BIOS to 3200MHz from the default rate of 2133MHz and enabling "Global C-State Control" in BIOS as well.
