Really basic but have you tried completely resetting your TF2 file? If not, then it might help since you said it's the only game with issues. Mastercoms has an easy guide here: https://docs.comfig.app/latest/setup/clean_up/
mitchGuam used to exist as a region, however after thorough testing it was found that only a small group of players were getting better ping compared to other regions, so it has since been deactivated.
When I was in Guam I got 100 ping to OneQode Guam servers lol. But routing on the island has always been funky. Kudos to them for trying

Yeah one issue is when someone signs up for a mix a few hours in advance but then flakes. But I think a penalty system + admins pinging for a sub would work fine especially since NA has a much larger player pool. I think this system would also be very good for players who want a more serious experience than open pugs

Basically a team that can't find a scrim will request a mix admin to create a thread for people to sign up and play against them according to their division level. Kinda how people will form "pugscrims" with friends to play against an actual team, except more structured.
When I moved to NA I was surprised there wasn't any equivalent. I haven't played in the region in a while so maybe people playing in afc could shed some light on how the mix system is working nowadays/any common issues.
OneQode tried to do something like that with Guam servers but I'm not sure whether asiafortress/ozf even use them
