very nice niko
gpu is fine
ram is shit
cpu bruh moment i would have prayed it was at least E8400
dont expect this to be above 30fps unless youre doing 640x480 and dx 81
most important question: for how long are you stuck with this

I had a friend who played on 4gb for a long time and when he upgraded to 8gb he instantly saw a big difference. So I would say that is probably the biggest thing holding you back. Dual core is also probably not helping you either since tf2 is extremely cpu based. My recommendations would be play on lowest res, dx 81 as said above and turn off match hud.

i dont think he had hardware this old, this guy has ddr2 ram and a cpu that i use as a keychain
your friend might have benefitted from dual channel memory mode adding a second 4gb stick of ram

Those are not good specs m8. Its a core 2 duo with crippled cache.
Something like this https://www.ebay.com/itm/Intel-Core-2-Quad-Q9400-SLB6B-2-66Ghz-6MB-Cache-Socket-775-CPU-Processor/143546442123?hash=item216c08e18b:g:8FYAAOSw-ldZY4OE and another matching stick of ram if you only have 1 stick should help a lot.

- you can try mastercomfig very low: https://www.mastercomfig.com/download
- launch once with -dxlevel 81 in launch options. afterwards remove it from launch options.
- ensure gpu drivers are updated
- run a low resolution, you may even need to do 640x480
-ensure background programs are disabled:
win+r
msconfig, ok
services tab
check "hide all microsoft services"
disable all
apply
startup tab
open task manager
right click>disable all
restart pc

that's the best you can do without looking into hardware changes

Have you tried praying? Since you're expecting a magical solution you might as well.

Seriously though configs and all that can only do so much.
Even going downhill a car needs at least 3 wheels if you want it to pick up any speed.

Unless you can get some kind of overclock going (and even then) your best bet is finding a used CPU that fits your socket (should be laughably cheap, the difficulty is actually finding one) and is slightly less crippling. One of the higher clocked quad core models would be ideal.
Or just straight up dumpster diving. Even most 8 year old office pcs would probably come with a better CPU. Something just half a decade old would probably be a terrific upgrade.

The trick isn't finding one that's in the CIS, the trick is finding one that ships to the CIS.

Unless 10 USD is too much for him. But honestly in that case he's always fucked when buying pc hardware.
