For some reason everybody can't join my dedicated server and it is not shown in the "Internet" tab, but if I use "map jump_jurf_a2" or any other map everyone can join from the "Internet" tab.

It's not really a dedicated server if you use your home computer for the server.

That said, you probably haven't port forwarded properly.

I did port forwarded, but people can only join my offline servers. So maybe it has to do with the server settings

I'm not sure what you're trying to do.
Any server created in the TF2 client is a listen server.

How are you trying to host a dedicated server, since that was your problem?

Let me clarify, I am trying to create a dedicated server that is public, but people can't join my dedicated server. Buut instead people can join my in-game server which was created using the "map" command. And I was asking what was causing this to happen and why people can't join my dedicated server.

I don't quite know what I did wrong, I just downloaded the tool to create a dedicated server, port forwarded, installed mge mod. My server usually works publicly before, but now I have no idea why it's not public and nobody can join the server.

you can have ppl entering your listen server if you port forward correctly for that (i guess you already have that one covered)
im guessing you have something in your dedicated server cfg with the wrong value? maybe sv_lan ? or you port forwarded incorrectly for that (not sure if it uses different ports than the listen one)
try a different tutorial theres a bunch, i remember using a one click tool that created the server and updated sourcemod and metamod on his own
