Mid-high spec PC runs TF2 poorly?

SOOOOOOOOOOOOOOO

It's pretty much obvious that TF2 is a poorly optimized game right?
My current Build is:
CPU: AMD Athlon x4 860k
Video Card: GTX 960
RAM: 12gb ddr3 1866mhz
STORAGE: 3TB WD Black
other stuff...

I run tf2 at lowest at dxlevel 81 with stabby's config (modified for multi-core) and get 40-50 fps IN SPAWN
I run it at highest at dxlevel 98 no graphical configs 60-80 in spawn and 20-80 in battle and sub 40 avg
and everything in-between those are just as bad and wonky......

I'll take any help I can get pls I love tf2 but I cant run it.

why did u make a new post ? :/

anyway the reason u might run other games fine is because those use more off the GPU power ?

TF2 uses most CPU, and AMD in my personel experience didnt do great with TF2 <--- plz dont make it into AMD and intel war its just my experience with it sorry :)

I have to agree with AMD not running TF2 very well compared it Intel

I have an AMD-8350FX and Radeon HD 7850 on my desktop and loading times are slow and I average about 120 fps.

On my laptop I have an i5-3210 and Intel HD 4000 integrated graphics and get a constant 200 fps unless I'm on poorly optimized maps

I have to agree with AMD not running TF2 very well compared it Intel

1. It's a single threaded bottleneck. Other games might utilize 4 threads properly or simply don't need as much CPU power.
2. No, you don't need an i5 to avoid bottlenecks. An i3 would be enough. Since you're not using a Titan you wouldn't see a difference with an OC'd G3258, which is cheaper than the 860K.

It also performs far better in TF2.
3. But lets say you don't want to overclock. You could've got an i3-4170 (or even an i5 if you wanted, although it would've been a waste of money) easily. You wasted at least 80$, most likely more, just by getting a WD Black instead of a Seagate Barracuda or Toshiba DT01ACA (now P300) and by getting 12GB instead of 8GB which makes absolutely no sense.
I'm not sure if I even want to see the "other stuff".

but seriously install my Max FPS for High Quality PCs CFG, and follow the guide I made. (install things like no hats etc), you'll get 100+ average FPS in pubs, more than likely 120+. 6v6 you'll get over 140fps for an average.
