Is TF2 even remotely playable with this?

Alright I'm new here so please bear with me if I say/ask something stupid.

So I have an absolute, piece of garbage, crap Dell PC that I can't get rid of until I hopefully get a new one for Christmas or something.

I have to play with the lowest settings on a 756x648 res (cant remember if its exactly like that but whatever, its bad you get the point)with Chris' Highframes config. I get decent fps, about 30-60 (and sometimes spikes up to 100 if nothing is going on around me), but I get FREQUENTFPS drops and stuttering.

Here are the specs:
CPU - AMD Anthalon (tm) 64 X2 Dual Core 3800 2.1ghz
RAM - 2GB
GPU - GEFORCE 6150se nForce 430
MONITOR - 60GHZ 1204X768 ?Inch
OS - Vista 32-bit

I need recommendations for a new config, or script,or console commands or something to fix the fps drops.

I used to play on an Athlon 2 210 + GeForce 6150 SE nForce 430 with stable 60 FPS in a 24 man pub, and even played some Highlander on it, so it's definitely playable. I'd definitely recommend cleaning your CPU fan, as that can be a cause of random performance drops. Also check out the SLI Profile Tool in the FPS Improvement Compilation linked above to turn up your picmip.

If you can overclock, do it. Tf2 is a Cpu hog.

I played with a worse CPU but better video card (Athlon 64 @ 2.2ghz and 7800 GS), so it's probably possible. 6150 is kinda pushing it though.

close out of any other programs running
disable aero
maxframes config
dx8
minimum settings
lowest resolution
no hats mod
and i think you could get 60+ fps constant like that.

I understand what it's like playing on low fps because I used to play on 30 fps on my really old pc but now that I'm used to smooth gameplay I could never go back. And now I can use max quality instead of max frames and it looks so pwerty, I forgot how funny some of the facial expressions can be

I know your feel, I run on an average of 20-40 fps and i get 5-10 fps on specific maps. However, on Jump/Surf maps i get around 150-200 (Since those maps are designed completely different than regular maps)

I suggest running at these settings:
-Chris' Maxframes FPS Config
-640x480 Resolution Fullscreen
-Launch commands: -applaunch 10 -gl -nojoy -noipx -full -noforcemaccel -noforcemparms -noforcemspd -novid -nocrashdialog -nocdaudo +mat_forcehardwaresync 0 -console -32bit -w 640 -h 480 -dxlevel 80

(Some of these may or may not work anymore)

So yes, TF2 is totally playable. Will you get the best results? Probably not, I also suggest you to cap your FPS if it starts to get jumpy (Going from say 120 all the way down to 30 at random points) So your fps is consistent. Also, i suggest you to check out this thread as it has some other ways to boost your FPS that was not listed here:
