Foxit is alright but you only get a trial. All the forms stuff is paid. I also don't know if it has automatic form creation.
Acrobat Pro does a really good job of automatically creating e-fillable form fields, but yes, it's paid. And the rest of the program is absolute garbage.

dx81 is DirectX 8.1. dx98 is a variant of DirectX 9 called "Direct3D 9Ex", which adds aero extensions and DWM/WDDM support (important in Vista and later).
they're subsets of the main versions, dx8 and dx9, but they have different feature sets, kind of like DX12's feature level 12_0 and 12_1, which are totally different.
Clarify with an admin but this should sum up the rules pretty well:

In essence, as long as your custom content doesn't give you a significant advantage via something like a game exploit, it's not against the rules. The explosion script is pretty much just cosmetic in TF2 because smoke isn't considered a part of gameplay like in CS.
