Clientscheme > EconItemBorder / BackpackItemBorder (normal borders)
and LoadoutItemMouseOverBorder / BackpackItemMouseOverBorder (hover borders)

if thats what you mean.

What I mean is the bg color. I also wanna change the color of the Item Selection/Crafting Section.

I believe what you're looking for is in the clientscheme. https://github.com/Tewgon/tf2basehud/blob/master/resource/clientscheme.res#L3603
All of the "BackpackItem.." entries (BackpackItemBorder_Unique, BackpackItemMouseOverBorder_Unique, etc) control those borders. Lower the draw_corner_width and draw_corner_height values to make them sharper.

Loadout panels still don't have the sharp edges/borders.

EDIT: Where do I find TimerBG? I checked hudmatchstatus.res in vgui_drawtree and it's in Round Counter but when I checked, it wasn't there.You can have dropshadow fonts as item effect meter labels for better visibility, but the colors are hard-coded I think.
Also the round counter is hudroundcounter.res

Any examples? Like these fonts to choose from?

EDIT: Still doesn't work.

WiethoofdValve fucked up allowing to change the text color in huditemeffect meters with Jungle Inferno;

You could add a 'dropshadow 1' to the font used to help with the readability a little, but changing color still won't be possible.

I'm having the same issue.

Is it like this? 

"dropshadow" "1"

Or what I'm doing is wrong?
