i had an issue similar to this this but i think it was due to a missing texture with jarate/blood overlays (the checkerboard was visible). i think a reinstall fixed it

try playing for a bit with -default to confirm whether or not the freezes are still there. id expect this to be some random issue with a variable somewhere
if it doesn't crash like this try moving your autoexec somewhere else and launch the game with -autoconfig. then move your autoexec back and restart the game without -autoconfig. if it still crashes change cfg xd
you still gotta cancel the 3 eu pugs that are stuck launching

are you fullscreen? that helps, particularly on low fps i found
SetletOne thing some scouts like nukkye and gor3 does is to hold either strafe button (A or D) and then tapping the other one in random intervals, making you very unpredictable. I think null cancelling would not allow this.
Null cancelling does help prevent you accidentally fucking up double jump (where you lose all momentum) I think.
null cancelling actually makes this better.
without null cancelling you'd drift to a stop if you held A & D down at the same time, with it you actually counter-strafe and change direction quicker.
imo it's very useful since it makes your WASD more responsive. it took like a day or two for me to stop walking into walls and shit when i started using it though
afaik you need hdmi 1.4 (or display port/dual link dvi but they're less common on laptops) to support 1080p 120+Hz. if you laptop/monitor/cable has that then it should work
now, in theory you can lower your resolution so that you can squeeze enough frames down that there tube, which i tried to do when i was forced to use intel (desktop) integrated graphics. that allowed me to set 120Hz as a custom resolution in the graphics drivers but it was still actually 60Hz when used. what graphics do you have?

basically above. if you're looking to spend most of your budget you should go for QOL features like a nice screen and an SSD over a CPU & RAM. could save money and try to find a laptop that doesn't come with windows preinstalled unless you need it for windows dev (lenovo stuff tends to come with this option).
dont have much experience with laptop but i think good brands include lenovo, asus, acer. avoid hp like the plague
