Drew-refresh and -freq work as they should. You can use it to force a different refresh rate from your desktop.
You should be able to check your actual refresh rate from your monitor's OSD.
I had it set to 120hz where hooky mentioned. I set it to 120 in my Nvidia control panel and it seems to have fixed it.
My TF2 alt-tabs very slowly, and I figured it had started happening again because of an update, but then I realized I should check my launch options. I had -refresh 120 in my launch options, so I decided to remove it since I'd read before it doesn't matter and TF2 uses your desktop refresh rate. However, my game felt incredibly choppy and (presumably) was refreshing at 60Hz. Removing it did make my alt-tabbing instant though as it used to be.
I should also mention that when I'm simply moving my mouse on my desktop or scrolling up and down in a browser, it normally feels like it's at 60Hz, but switches between that and 120. Since TF2 supposedly uses desktop refresh rate, I'm assuming something is wrong with my graphics settings elsewhere.

JackyLegsonly thing bad that you can't view streams directly after clicking one of the streams on the side, but for that you got your TwitchTV app.
The dynamic size of the stream player is sort of a downside on mobile. I'm forced to watch streams on the (very laggy) flash player, since the Android app has once again ceased to work.

This is 1) Not true, and 2) not productive to the conversation.
I'm using an FX8350 (default clock) as well, with a GTX570 and never drop below my FPS cap of 200.
Even my FX8120 @ 3.7Ghz rarely dropped below ~170 while streaming.
Have you checked your temperatures? If you installed your heatsink wrong you may be getting throttled. This while likely happen somewhere in the 60-70 degree range.
My brother runs a local game night for anyone in the KW area. A few people from Toronto have come out too.
They play Smash every other month and vote on a game in the months between Smash.
I think the last few Smash tournaments have had 64 player brackets, so it's a decent turnout for something fun.
After having both, and losing both, and getting them back again, I'd say the SSD is a far greater luxury. It can make even a shitty computer feel good.
