How do casters see what the camera man sees?

With the cheatfeed I know DavidTheWin whispers/whispered a player's name to the casters in mumble so that they know who to look at when they're going to make a big play. I think that was a pretty good system.

Rescue ranger + vacc heavy on a lot of lasts makes uber adv for last basically not matter on some maps. I would advocate removing rr from the whitelist over vacc just because I think that medigun has some interesting uses outside of last whereas the rr is literally a weapon built and intended to stall games.

If you're gonna nerf scout at least make the nerf something worthwhile like increasing scattergun spread so it's harder for a scout to play back and deny unless their aim is very good but doesn't gimp them at midrange too much.
Soldier having base blast resist is probably something that should be added rather than doing something like straight up nerfing gunboats because they're overequipped, but then again soldier isn't really bad, its more that scout is good.
Demo is honestly probably in an ok spot.
I'd also like them to balance non 6es classes in a way that would make them a valid offclass to stalemate break or in other situations that aren't just defending, but those aren't small balance issues.

I'm honestly not sure of the formula you'd use (haven't taken stats in a while) but I think it's asking you to look at the midpoints of the bottom 24% and the top 76% (13th and 62nd percentile) and get the difference between them- this should be on the order of a few standard deviations x 18 so I think 195.61 is a little high given that this would mean they're 6.4 standard deviations apart.
I seem to remember something about Z values and a table you can use for this but I haven't done it in about 6 years.
Edit: nvm - looking at the question again its literally just looking for the value at 24%
