RisingauI'm looking to build a gaming system. I need a build within grounds of a $1800 AUD budget, 120SSD / HDD needed (2TB), 144hz monitor (XL2511Z), needs to be minimal noise, requires a graphics card that can accommodate for 2 monitors (one running above 144hz). Games typically run would be TF2 / source games. I'd really like to be able to get 300+ fps consistent if at all possible, for maximum reliability. I want to build as soon as possible.

Which would be the monitor running above 144 Hz? And why do you need a XL2411 in addition to that?
What is that about reliability? How are fps related to reliability?

This reads like an exercises from a math schoolbook.
x = price of 1060
y = price of 1070
z = price of 1080
x = z/2
y = x + 150

3 variables, only 2 equations -> not uniquely solvable.

Also bang for buck is a terrible metric when you're comparing 3 things where the fastest is almost twice as fast as the slowest and twice as expensive. If you want e.g. 60 fps at certain settings and only the fastest will get you that all other options are useless regardless of bang for buck. If even the slowest is fast enough then anything more expensive is a waste of money.

1060 3GB or 6GB?

You're oversimplifying this a bit, this isn't about Intel vs AMD, it's about architectures.
Also IPC even depends on programs.
So while on average it's Bulldozer < Sandy Bridge < Ivy Bridge < Haswell < Zen < Broadwell < Skylake = Kaby Lake in some programs Broadwell will have higher IPC than Zen and in some it will have lower.
Then there's even weirder things where due to some microarchitectural fuckery some things are actually slower on Haswell than on Sandy Bridge.

This isn't just about clockrate, but also about IPC.
Also you have to actually get the 7700K to 5.0 Ghz.
If I had to guess I'd say about 25-35% for TF2, in modern games if you're actually using high settings you'll be running into a GPU limit and the difference will be ~2%.

Would love to see that build, 700$ budget minus >200$ for a 144 Hz monitor but also a GPU and CPU good enough to stream while getting 144 fps? Seems rather difficult.

Any GPU can run >=2 monitors.
Only for TF2/source games you don't really need a good GPU, unless you're going for max settings.

There are very good reasons why your CPU is changing frequencies and if you don't understand them then you should probably not look for ways to disable that behaviour.

and then a GPU of your choice, up to a 1060 6GB or 580 8GB, depending on how much performance you need. Just for TF2 and browsing far less would be enough, depending on the settings in TF2 even just the integrated graphics.
You can also change the storage capacity (or even omit the HDD) depending on how much you need.
An i3-7300 or 7320 would also be possible, but the difference in performance is marginal (<=5%).
Likewise if you definitely won't need the integrated graphics a Pentium G4620/4600/4560 would be only marginally slower but significantly cheaper.

No.
Also don't mess settings you don't understand.

That said there might be an "unlocked" BIOS for your model. Be aware that if it's not actually compatible or if something goes wrong during flashing it will brick the laptop.
