I don't need an exact temperature. I mean if it's at 30°C it's probably not overheating, if the thermometer can't even show the temperature it probably is.
So you want to make sure it's the PSU, but are unwilling to do even the most basic test?
I mean if a 40°C thermometer isn't enough then either your room is insanely hot and the PSU is running outside of spec (which model exactly anyway?) or it's overheating.
You could find out by actually doing the test.

Power efficiency will ideally be close. If you expect AMD to jump from far less efficient to more efficient while using a less efficient process you're most likely going to be dissapointed.
Also Vega is an architecture. There's different chips. Vega 10, the "big Vega" (~500mm²) comes first. Unless AMD massively fucks up cards based on that are going to fill the range from 1080 Ti to Titan Xp (nVidia still refusing to use numbers for Titans, it's getting ridiculous). No one knows yet when Vega 11, the smaller one, as in somewhere around the 1070/1080 will turn up. Then there's also Vega 20, but let's not go there.

8.1 with classic shell is basically windows 7, except slightly faster.
Just hope you never have to change any system settings because they are sometimes duplicated and sometimes only in either metro or normal control panel and it's completely random.

There are downsides and you can't.
No, your mouse won't support USB 3.0 so it'll run at 2.0 anyway.
Technical explanation:
A "normal" mouse will usually only support 16 bit / axis at 1000 Hz.
2 axes * 16 bit/axis * 1000 Hz = 32 kbit/s.
USB 2.0 supports 480 MBit/s (although in practice it's only 280 MBit/s).
So that's a serialization delay of ~0.14ms. No one cares.
Now there is one reason why you'd want to use USB 3.0 for a mouse:
To overclock it.

You need to let ping -t run for a while. Screenshot the result. Seems like you simply got 90 ping though, which explains why it feels like ~100, because it is.
Interp is fine. Most prefer >30 for hitscan and >15 for projectile classes. So for shotgun solly it's preference anyway.
Depending on the specific model you might be able to replace the thermal paste, which might be the issue.
Most likely there's not much you can do yourself without the right tools and experience though.
Not sure if you're willing to pay money to have it fixed.
