You probably won't need a dedicated graphics card.

How many VMs are you going to run on that? (aka do you need an i7/Xeon or is an i5 enough)

Are you going to/do you want to use vPro/Vt-d/TET? (aka do you need Q87 or not)

After you answered those two questions it should be easier to find the right processor and mainboard for you. If you want/need an i7/Xeon or an Q87 mobo a SSD probably won't fit into your budget anymore.

The last time i checked the only real difference was that closed captions tell you wether it's a fake

We need screenshots of net_graph 4. Without choke/loss values we can't really tell anything.

One thing that i have noticed though is that you probably aren't using Chris' settings. You are using cl_cmdrate 67 and cl_updaterate 67. Please fix that, there might still be something in your config/classconfigs that overwrites chris' config.

It's funny how waiting a week (and being american helps) and using a poll can change as what things come across. My thread really made me look like a dick.

The poll is a nice idea.

Some questions about your questions and some suggestions for your options:
"How many rounds would be played per segment?" - There might be a bit to few options for some weird things like 5 minute segments with winlimit 1.

"How would wins-losses be scored?" - option 3 "Each Round Win scores as One Point" do you mean league points?

"If there is a tie, how would it be handled?" - There is no option for golden cap per map, per segment doesn't reall mean the same thing (think about 2 maps, 2 segments each).

Also I need a checklist for mainclass, I've never decided for one.

Imho time per map and segments per map depend on the number of maps per match. I don't mind halves but I want every match to last about 1 hour* (that seems to be the worldwide consensus anyway) and I think halftime breaks after less than 20 minutes are pointless so I'd rather not have halftimes if more than one map is played per match.

Maps per match is influenced again by maps per week and matches per week, of which the first one is basically personal preference and the latter being determined by weeks per season and maps played per season. The general consensus here seems to be ~8 weeks and 14-16 maps played which results in 2 maps played per week.

That means that in the end it comes down to how many maps you want to play per week.
One map per week: Play the same map twice. If you don't want to play the same map twice in one match and still want 1 hour matches you have to play two matches per week and 1 hour per map.
Two maps per week: Either play two 30 minute maps in one match or two 1 hour maps in two matches.

I haven't really done this before but I imagine only practising one map per week to be very boring, so I think 2 maps per week are better. However I can't decide whether I prefer one map with halftimes or two maps without halftimes per match. I don't know either how hard it is to schedule two matches per week instead of one, but that is probably heavily team-dependant. From a spectator point of view I'd say two maps (1 map might get boring/cut short), but as a player I don't know how to weigh the more difficult scheduling against the haltftime strategy talks.

tl;dr
Can't really decide between 2*30 mins per map or 2*30 min maps per match.
Pretty sure about 20-30 mins per "segment" (be it map or half), 1 hour per match and 2 maps per week though.

*That doesn't really apply if you play more than two maps per match. On a sidenote: Never play gravelpit for a lot more than half an hour. If it's not over by then it's just a giant stalemate. I really like gravelpit and I can even deal with half an hour of stalemates but any longer than that and it just feel horrible. The worst what could happen in a gravelpit match was: 15 minute round, switch sides, repeat. Repeat again. You've just spend one hour playing gravelpit (+30 minutes for the second/first map). Oh it's a tie? Enjoy the bo3 adding another 30 minutes of gravelpit. omfg, it was hell on earth.

That's all windows is supposed to say, don't worry. Just the length of the number is enough. 3 digits = first generation, 2xxx numbers are 2nd gen, 3xxx is 3rd gen, 4xxx 4th gen (current) and you can guess how the numbers for the 5th gen will start.

An i7 only makes sense if you are streaming or doing video editing or anything else that can actually uses 8 threads. Just for games an i5 doesn't make a difference.
Just for gaming you have a couple of options: You can only overclock the i5-4670K so not much of a choice there. If you don't want to overclock there are more options (4430, 4440, 4570 and 4670). Basically you get what you pay for. Higher price = higher clockrate = higher performance.

Motherboards are a bit more complicated, might adding something regarding mobos later.

We could use some more information on the CPU. It's probably an old Westmere i5 but it would be a lot easier if you could just tell us the exact name (If you can't find it windows usually shows it in the "windows experience index" under control panel->system and security->system->windows experience index).

You need a new motherboard aswell so we're talking about at least 300$, 450-500

If you don't insist on the maximum performance i'd go for the cheaper one, assuming you don't want to overclock. The K CPU wouldn't really be worth it if you don't plan on overclocking. You could still buy the more expensive one because the CPU is even on stock clocks slightly better and the GPU is better, but you really don't have to.

Ma3laaI think that the EU ruleset 30 minutes difference of 5 produces a lot more action than the NA ruleset and I'd personally love to play with it over the NA ruleset but that will probably never happen

This is what i didn't want to happen. EU vs NA ruleset. I was interested in what would you pick if you could choose freely on every aspect of the ruleset and not just blindly accepting one predefined ruleset.

Thanks for actually contributing to the thread. That's a lot more than most people did.

Ruwinat the beginning of your post you disregard the eu/na ruleset difference, claiming you want to custom tailor the ruleset. then as you progress through your theoretical ruleset it just ends up being the current eu rules.

that's cool and whatnot but what i can tell you is that na players are not concerned with or willing to change their ruleset as it stands. let me break it down for you. maybe eu is thinking, "wow, esea lan was boring" (so was every epsilon match until i49) "they should change their ruleset so the games are fun to watch".

there are numerous reasons as to why esea lan was not a spectacle. the ruleset was not one of those reasons.

also, since our matches are played through client-- team switches are done automatically. stats are not affected by this.

I put my own opinion in spoilers because it is biased.
FYI i didn't even mention ESEA Lan. Someone from NA mentioned somewhere here in the forums in the last few days that ETF2L would switch to then NA system and linked a etf2l forums discussion thread that eventually just had died out without any results months ago. My reasoning behind this was to get opinions from everyone, not just etf2l players and not just esea players. I didn't make it clear that this was mostly motivated by the potential etf2l rule change because i expected even more "NA system is better, just use it" posts.

tl;dr
I don't care about i49 and ESEA Lan. I don't expect you to change your ruleset, I'm expecting ours to change.
