PS/2 is the only way* to get N-KRO. Like #2 the CM Storm Quickfire should have a PS/2 adapter included (mine did too). If you can't find it just buy one.

*there are strange and complicated ways to get N-KRO but they are only suited for connecting a N-KRO cabable keyboard with PS/2 or another N-KRO cabable connector to USB with an active adapter or a teensy to keep the N-KRO on USB. Unless your motherboard doesn't have a PS/2 port there's no reason to go with this complicated and more expensive method.

No. Although you can do stuff with drivers to get more than 6-KRO, you can get for example 12-KRO by pretending that you connected a hub with 2 keyboards, or you can use a on-board controller within the keyboard (I've seen 64-KRO over USB).

None of these are N-KRO however. The difference is negligible because most people are limited to 10 (give or take a few) keypresses by their number of fingers anyway.

The main difference is that USB uses polling which adds a delay (<=1 ms for USB 2.0, less for USB 3.0 but there are no keyboards that use it yet) and the limit to 6-KRO** whereas PS/2 uses near instantaneous interrupts*** with true N-KRO (unlimited! keypresses).

**Although it can be circumvented (see above) this will add further delay, depending on the implementation either always or just when more than 6 keys are pressed.

***We're talking about a few CPU clockcycles delay. Definitely below 1µs though, even for the worst case.

Don't buy another RAM stick, you can't use more than 4GB.
You said it showed "4.00 Gb (3.75 usable)" and the screenshot looked like you are using windows XP.
The only version of Windows XP that can use more than 4GB is the "Windows XP Professional x64 Edition" and I haven't seen that on any laptop yet.

EDIT: Checked again is it Windows 7? The harddisk error looks like Win7 with the good old 98 looks.
Nonetheless check if your OS is 64 bit, otherwise you can't use more than 4GB RAM, regardless of how much is installed.

Thanks for the suggestions man, I'll check them out.

Keep in mind that the NH-D14 and the PH-TC14PE are a completely different category than the CM Hyper 212 Evo. When it's not on sale the 212 Evo is ~30$ whereas the NH-D14 and the PH-TC14PE are around 80$.

If you just want a quieter and cooler than the stock one the 212 Evo is more than enough.
For heavy overclocking (not 200 or 300 MHz, balls-to-the-wall-let's-start-with-500-MHz-and-work-our-way-up-overclocks) however the D14 amd 14PE are definitely both good choices. The D14 is quieter (it's by far the quietest cooler with that performance) and has a easier mounting system, the 14PE is slightly cooler (1-3 degrees CELSIUS).

Yes.
The general consensus is cl_interp 0 + cl_interp_ratio 1 or cl_interp_ratio 0 and cl_interp 0.01515151515151515 (both do the same) for projectiles. If your connection is perfect use the same for hitscan, otherwise use cl_interp 0.0303030303/cl_interp_ratio 2. If your connection is shit ... well you're fucked, try ratio 3-5 though.

The default setting for cl_extrapolate is 1. It's flagged as a cheat so you can't even manually disable it.

The R9 270 is a rebranded 7850 2GB. The 7870 GHz should be a bit faster than the R) 270X and it's cheaper.

Never ever cheap out on the PSU. It's the only thing that can kill every single component at once.

Slots #1 and #4 as in DDR_1 and DDR_4 (they are labeled) or as in first and forth slot aka DDR_3 and DDR_4?
Are all of the sticks identical? There should be a huge number/letter combination on a sticker on them. Have you tried placing two sticks in DDR_1 and DDR_2 (the green ones).

The manual says

For optimum performance,
when installing one memory module, we recommend that you install
it in the DDR3_1
socket.
When installing two memory modules, we recommend that you install
them in the DDR3_1 and DDR3_2
sockets.

Is the RAM one 4*4GB kit? Put it in the proper slots (read the manual) or just use 1 DIMM and test with that.

Edit:
Reading the manual and putting the GPU and RAM in the slots they're supposed to be in instead of where they best fit (yes i know huge heatsinks are a problem) could've saved you a lot of time.

djcperhaps europeans are a nicer, kinder people than americans, then. in the five years i have played this game, i can not think of a single person/team who was honorable and forthright in their scheduling desires. perhaps you were lucky to not encounter people who will refuse to play on any server where they have >50 ping, or people who will refuse to play at 10:30 for some reason but then scrim from 9:30 11:30 with their full starting lineup, or people who ping well to every server but know that your team is all east coast so they demand colorado only, etcetcetc. americans would abuse the fuck outta wildcards.

If you like to use your two wildcards to screw up other teams, other teams are going to screw you up.
Can't find a match time suitable for both teams and you can't make it at the default date? Wildcard it. Oh you used your wildcards to be dicks, well you're fucked now.
You've managed to get 4 of your team to play at the default date? Too bad you were being dicks to other teams, all of your mercs are getting denied and you'd need at least 5 to be allowed to play.

Servers are going to be a bit more difficult in NA, but it'd to be similar to EU. Usually you aren't requesting a server at all, you're just playing on one of the teams server. If both teams can't agree on a server you have to use an etf2l server and all of those are in central europe (NL and DE). Unless one team gets shit ping on NL servers and the other on DE servers that should solve the problem.
You should be able to play with the ping you get to central european servers, you can't really expect everyone to play on your third world server in the middle of nowhere because it's the only one that you can get decent ping to.
Especially in lower divs teams from the same area are placed in the same groups though, so everyone can get better ping than if they'd had to meet in the middle because one team is spanish and the other one's russian. For example if two teams with mostly eastern european (same applies to west eu, scandinavia etc.) there's no reason for them to refuse finding a server with good pings for everyone because if one team insisted on playing on a server that gave the other team bad pings, they just wouldn't agree, the teams would be forced to play on an etf2l server where they all get worse ping.

tl;dr
If you screw up other teams, they are going to screw you up worse. Worst case: No one scrims you anymore, no one will agree on match times anymore and try to get the worst default date for you, deny all mercs etc.

If you can't find a server suitable for both teams, etf2l will lend you one in the middle (probably Dallas and Chicago for NA). Admins can use common sense and won't screw either of the teams.

Each team gets two wildcards per season so if your team is missing more than 2 players or doesn't want to use mercs you can wildcard it until 15 minutes before match time and get 2 weeks extension to reschedule and play it.

That means however that contrary to ESEA's "no exceptions" rule you might have to practice more than 2 maps in some weeks, but you should have practiced the "new" map already.

In theory there's only one "new" map per week: The second map is the first map of the next week, only the second map of the next week is "new". It won't go that way most of the time due to wildcards, that's the disadvantage of wildcards, you are pretty much guaranteed to be able to play all of your matches but the order might get messed up. We played out matches in that order this season: 1, 3, 2, 5, 6, 7, 4 (we had to wildcard, two weeks later they wildcarded again). More than one wildcard per team and match isn't possible and you can't play any match after week 8, the catchup week.

Playing the clock is a choice, I've never seen or done it with more than 10 minutes left and even with more than 5 minutes left it's rare.

I haven't seen any team waste one of their two wildcards just to screw up scheduling.
