any macro program that can insert an X ms delay between inputs can make a script, but honestly it's incredibly easy to do if you bind jump to mouse2

A script that does this properly will need to use the wait command, which is disabled on most servers. If you're deadset on doing this, the best way will be to use external macro software like autohotkey.
