server not responding when trying to connect

So whenever I try to connect to a server I always get this 'server not responding' shit in the server info window that goes away at random times
I used to have a mouse with a left click macro that I'd hold down over the join game button so I'd get in after like 15 seconds but I can't do that anymore
Its pretty much fucking impossible for me to get lucky and click refresh or join at a point when t his shit wants to work so I cant connect to any servers (connecting via console changes nothing)
This only happens to me at one location (my apartment), works fine everywhere else

do you mean typing 'connect [server ip here]' in console? If so, then yes it still happens.
If not, then I'm not sure what you mean.

steam settings
in-game
in-game server browser: max pings/minute
changed from default (5000) to something lower (1500 in my case)
connecting now works 9 times outta 10 for me
