Bad streaming performance with i7 4790k

So i recently upgraded my i5 4670k to and i7 4790k to get better streaming performance.

The i5 did really well but i noticed my pc really slowed down when i had mutiple chrome tabs open aswell as other programs needed for streaming, it pretty much ran at 100% load.
Also i couldnt stream any newer games without horrible lag, my pc would freeze up every 5 seconds or so.
I ran a few benchmarks and got normal scores and temps where fine aswell.

Then i booted up a few games and especially in tf i noticed an fps boost UNTIL i started obs, even when not streaming/recording my fps went from 500 to 150 locally or from 200 to 120 on servers with other people playing.
Weirdly enough my cpu usage is only around 50-60% while i usually had 80-100% with my i5.
Exact same thing with others games, in csgo i immediately noticed how mouse movement felt "laggy".

A friend of mine even tested streaming with the exact same cpu before i bought it and he had no issues whatsoever.
Its upsetting to see my i5 perform better in streaming for no apparent reason, my guess would be because of a bad load distribution?

Anyways would be nice to know if anyone had similar issues like that and maybe even how it can be fixed.

streaming can be fixed by using gpu encoding instead of x264 (with the downside being a slight loss in quality) (upgrade to obs studio for AMD hardware encoding if needed).

so when not streaming you still get fps dips? in theory an i7 can perform worse than an i5 for single-threaded tasks but that shouldnt be an issue and it should load-balance across the hardware CPUs (i THINK). cpu usage is kinda expected since windows thinks you now have double the CPUs (even though they're virtual CPUs), and it's still a very rough estimate

I use nvenc already, having obs open without it recording or streaming shouldnt affect my performance though.
If i dont have obs open performance is really good (about 30-40% increase in fps).

Im running it at 4.6Ghz now with max temps of 72°C and like i said already, it performs really well. Just obs seems to mess up my performance.

my bad, i misunderstood this bit and thought you had degraded performance even with OBS off

Run "good" benchmark and compare it to others. (if you don't have any, try Passmark PerformanceTest, it has good score database) = To see if little unstable overclock is causing performance loss.

Reinstall OS to spare harddrive and copy stuff over and try to stream with it = To see if old OS causes it.

I get around 11400 in passmark on cpu, I dont have a spare harddrive so reinstalling would be my last option.
But i guess ill have to do it if nothing else helps.

Exact same thing here. OBS Studio just destroys my FPS even when I'm not streaming/recording. I'm on Windows 8.1 so Win 10 isn't the cause for this. As for OBS Classic, when I disable stream preview, FPS does get better but it is still noticeably worse than it should be (sometimes drops to ~70).

If Shadowplay doesn't work then something else is wrong too.

BIOS and Intel MEI are up to date, just in case of weird shit?

So i still havent managed to fix obs studio yet, but obs classic seems to be running fine for me.
I guess ill be using classic for the time being.

Also having obs studio open destroys my general pc performance, not only in-game.
