1GB, 2GHz should be plenty.

I've got a Azure VM I use for 4s and 6s, (A1 size, single core 2.1GHz, 1.75GB RAM) Works great for 4s and 6s, dropped to about 50 TPS when I tried HL on it though. Unfortunately, it seems that for most VPS hosts, you have to pay quite a bit more to get better clock speeds. (the price progression is more cores, which doesn't really help you)

I've been running an MGE server on a VPS for over 2 years, used it for 6's a number of times also. Runs great 99% of the time. Every once in a while there might be a server resource issue where someone is overloading the server and you have to contact the host to shut down some shady persons VPS. But honestly probably as stable as tragic/nfo.

If you have a shitty VPS provider that oversells their stuff, be prepared to put in a lot of tickets telling them the server is overloaded. I've only had to do that maybe 2-3x in a couple years. Also some VPS providers specify in their TOS that you can not run game servers. So check first.

I have an OpenVZ VPS with 2GB RAM, 2TB BW, and 2 IP's on my VPS. Don't think I'm getting any dedicated CPU resources. I'm only paying $40/yr. It's slightly overkill but has enough resources to be used for other things. I could run 2 servers on it with no problem, or probably a mumble server.

What's your budget and is there any specific location that you have in mind?

However, their regular prices are garbage. You have to wait for a sale. Mine was a black friday sale, but I've seen other good deals on other sales that are similar.

http://www.nfoservers.com/order-virtual-dedicated-server.php

if you choose the linux only single core plan from nfo, its:

1 dedicated cpu thread (not shared; xen virtualization)
1gb ram
100gb storage
4tb transfer /month
$8 /month

pros:
nfo's internap network (to me, network is top priority for gameservers)
doesnt share resources with other users (downfall of other visualization programs)
plenty of bandwidth

cons:
cant upgrade ram/cpu/storage
1 ip
you can only use linux
