Added "Collector's" item quality. "Collector's" items are created by completing special Chemistry Sets.
Added a server cooldown period for Eternaween votes
Spooky Keys are now regular keys
Fixed seeing the fire texture on The Maniac's Manacles, PY-40 Incinibot, The Parasight, and The Foul Cowl in DirectX 8
Fixed some Halloween spells not working during Eternaween

Anyone know wtf chemistry sets actually do when you complete it other than the quality? Or do you finish them purely for the collector's quality

I believe they "strangify" a certain misc item or hat. If you got it equipped and you get kills its rank increases, just like strange weapons.

I think he's trying to ask exactly what the collector's one will do, like if it also makes something strange with a special color or not.
I'm curious if it'll be applicable to all items, or just certain ones.
