If you are dedicated and motivated to improve and go far in this game, practice alot. Pugs, newbie mixes, dm, mge, etc... However, practice while learning from each of your mistakes made, and attempt not to make the same mistake twice. The more you play, the easier it will come to you.

EDIT: You probably should have kept the first OP, more people would have been inclined to offer advice.

They are pugs intended for new players, such as yourself. The euro ones are run a bit differently than the north american ones. All the info you need will be on those steamgroups. We currently don't have a AU/NZ one, but it is on the way and will be up in due time.

Movement against other scouts depends. Is their movement predictable? Is their sensitivity noticeably low? Is your DM good enough to ignore having good movement? Is their DM bad enough to not worry too much about your movement?

Their movement is predictable - If their movement is predictable, the best ways to deal with this are mirroring their movement for easy damage and/or being able to easily track/flick when you know where they're going. Since you're worried about improving your movement, you might want to give mirroring a shot.

Their sensitivity is noticeably low - Dealing with scouts with incredibly low sensitivity is relatively easy as you can ofttimes run circles around them.

Your DM is good enough to ignore focusing on your movement - You still want to try and dodge, at least anything else that might be shooting at you, but if your DM is trustworthy, you could try ignoring having amazing movement against the scout your fighting against and pew pew.

Their DM is noticeably bad - You'll still want to dodge with this as well. It's not uncommon that you'll fight a scout who misses all but two shots, and those two shots consist of like 20 damage and then a seemingly random 105. But if their DM is noticeably bad, as long as you're not in the same boat and not confronted by other players on their team, you should generally be okay.

Movement against soldiers is pretty easy, at least at lower levels. Props, height advantage and distance are all things you want to keep an eye out for against soldiers.

Props - Props are a scout's best friend. Seriously; especially props angled correctly in comparison to the soldier just enough so that he pretty much needs to hit a direct to do any damage to you. Move seemingly sporadically (or plain out random if you don't have an idea of how you wanna move around already) while making sure you're dishing out the damage (unless you're purely being a distraction). It'd be a good idea to make sure that soldier, if possible, is put in his place ASAP though. It's not really hard to read a scout who keeps moving between props after awhile.

Height Advantage - Don't have height advantage? Get it. Soldier has height advantage? Either do some weird jukes and force him to miss while you do some good damage to him (applies to up close) or get the hell out or get the hell out then come back on even ground or with height advantage. Have height advantage? Great. Shoot him and try not to eat directs, pretty simple.

Distance - This is pretty obvious. The closer you are the more damage you do. Basic TF2 knowledge. The thing that I've noticed with a lot of scouts is that they think this means they need to be in someone's face 24/7 to be effective. I get where they are getting that from, but odds are they aren't Carnage and this isn't ~2008. You can be incredibly effective at medium-close range. You don't need to do 90-105 every shot. Doing 50-70 is just as good too if it means you're not being pulverized along with the ground. If you really wanna get up close and deal that heavy hitting damage though, play it smart. Does the player know you're there? No? Fuck it, shoot him in the back. Yes? Use your head. Does your surroundings allow you to jump close to him, shoot for hopefully high damage and easily double jump/retreat (in general) with little to no consequences? Go for it. No? Don't big dick it if it's not necessary.

I'd help with vs demos, but that shit seems to be hoping the demo doesn't predict your movement and hope you hit him enough times. And I suck against medics for whatever reason, so I'll leave that out too.

I dunno if this was the best advice as I haven't gotten anywhere past IM and I'm nowhere near the best/smartest player, but I hope I helped at least a little!

Let me also link you comp.tf which is a competitive focused wiki, you might find some useful information on the scout playstyle both for 6v6 and Highlander

As people have said tho, one of the best ways to improve is to just practise, you can get into the newbie mixes group for EU players that noona linked, altough if you don't really speak english then I would recommend getting to know or adding someone that has a good presence in the norwegian community and ask for help or even if they do Norwegian dbmixes just join them.

Nlpg mixes are great fun, but can be quite erratic in when they happen / how many will be played. To practice my dm (which is still decidedly shit, but noticeably better than it was) I just put some quiet music on and relax in a dm server - you'll find some in the servers tab at the top of tf.tv

Just to add on to this, there is a difference between quality practice, and quantity practice. And what I mean by this, is you could be playing DM for, let's say four hours mindlessly, with the only thought in your head being "This is going to make me better." That's quantity practice. You obviously don't want this. Quality practice to me is, well it varies, it could vary to playing soldier specifically to understand how other scouts dodge projectiles, what makes them effective against soldiers, understanding soldiers. Understanding other types of aiming, movement, ect. I honestly can't think of anything to add to this, but I hoped I helped a bit.
