The only reason it hasn't been done faster (AFAIK), is that the moderator staff is small enough that we already knew what to do.
rules are more important for transparency and posters than it is to guide the moderator staff

i dont like that idea because it demotes people from posting if they know that X amount of people dont agree, they will get banned

Just noticed the rules link when submiting a post (http://teamfortress.tv/s/rules) Im pretty sure its new because I never noticed it before, but I think it should be added to the top bar as a link. The FAQ is pretty useful as well hope it gets expanded
