I used to played a few seasons of open etf2l and i had an amazing config i got off a pro scout (I think it was a scout at least), but i had to reinstall windows lost all game files. I know it's a long shot but does anyone recognize some of these features: a max quality/max frames setting you could switch between, weapon switch binds on the mouse (for example mouse1 brings out the scattergun and you shoot by pressing one, mouse2 brings out the pistol and you shoot by pressing mouse2) and switching weapons like that would also switch your crosshair, the config had specific binds like that for each class, for example i would hold mouse4 as heavy and automatically drop a sandwich. It also had options to exec "talk" or "notalk" which would just enable/disable text and voice chat. Sorry for the ramble I just wanted to include as many specific details in hope someone would recognize it.

If you can’t find that specific cfg its not too difficult to re create the things you’re asking for from scratch. If you DM me I can give some basic info/advice/examples to get started. Knowing how to edit your own cfgs and create custom behavior is pretty great because you can make your game behave exactly as you want and come up with lots of interesting behaviors that you personally like.
