it's just the default crosshairs for those weapons, you would need to remove the file for that weapon in the /scripts folder in your crosshairs folder to get these crosshairs

it is m0rehud but with the command cl_hud_minmode set to 1. might not result in the exact look in the video but should get you close to what you're looking for.
