A little testing on +mat_dxlevel 81 vs dxlevel_81
There was a bigger difference in how things look when I was using one of the other autoexecs (probably some sort of setting), but now at least we can confirm that +Mat_dxlevel 81 gives you DX9 rocket trails.

+Mat_dxlevel 81

2639 frames 19.997 seconds 131.97 fps ( 7.58 ms/f) 8.921 fps variability

yuki(I think?)

correct, the game basically execs itself twice by, for all intents and purposes, running a second graphics config before the autoexec to set dxlevel settings, even if there's no change. waste of time, and it also resets resolution or window options if you aren't using them as command line arguments. so ditch the resolution, full screen, and dxlevel arguments, and you'll speed up your load time.

Just fyi both of those badlands links you linked the same one twice (same url)

Also have you tried thinking out side of TF2? Maybe you have your refresh rate capped to 30Hz or some bs. Also noticed your launch options didn't include a -refresh 74

-edit-
btw on windows 10 every update they do you have to reapply overclock patches for HDMI/DVI etc basically every update

I get this when trying to stream with w10.
Only thing I would say is go to dx9.

What does refresh 74 do?

sets tf2 to use 74Hz refresh rate when using fullscreen mode

as he had put "ASUS VG236H 2ms Response Time Monitor (OC'd to 74.5 Hz W/ patched HDMI frequency)"

MightyI started screwing around with my net settings to see what feels smooth, and ended up with this:

rate "60000"
cl_cmdrate "66"
cl_interp "0.0182"
cl_interp_ratio "1.2"
cl_lagcompensation "1"
cl_updaterate "66"
cl_smooth "1"
cl_smoothtime "0"
cl_pred_optimize "2"
net_queue_trace "0"
net_splitpacket_maxrate "1048576"

Just wanna say I tried these out and its seemingly made my game feel a lot smoother than it was before, always had a hassle finding net settings that felt right.

I actually messed with the net settings a bit more, and found more success by changing cl_interp to 0.033/0.05. There is a bit more latency, but it's still VERY much acceptable for rockets. It's also apparently better for hitreg/consistency in competitive scenarios. I tried doing cl_interp_ratio 2 as the guy on the thread suggested, but it didn't feel as good. (I don't remember but either there was more lag or there was more stuttering)

I also found out that putting cig_smoke in place of all of the muzzleflash particles was causing me to crash, so I've got that covered.

Glad to hear it!
