I'm guessing it's because the three formats explained there (7s, HL, NR6s) were all implemented to RGL before traditional 6s. Can't say for sure but I suspect that section of the site was designed before traditional 6s was played in RGL.

I can see why this was done, as UGC highlander in NA isn't at all reflective of the skill of highlander teams. It does seem to be more of a "pub player" form of highlander, as anyone that actually intends on competing in highlander in NA just plays RGL. Weapon bans had always been pushed by silver-plat level players, and this trend continues in RGL HL, so it's not a surprise that when none of them play UGC anymore that the desire for weapon bans goes away. (This take is purely relevant for NA, idk how seriously EU/AS highlander takes UGC)
