At the same time is he annoying and unlikable because he's a dick, or because he's, say, awkward?
Treating someone poorly because of something that isn't related to their character makes you an asshole.
The first pug I played with him he dropped me on like 60% of ubers and ran at people going for saw kills under badlands mid. I asked him to try a bit more serious and he said "lol i'm just memeing I wasn't planning on tryharding but OK" and then proceeded to play just as bad the rest of the pug while still saying he was trolling. He was on a new account and he was playing so poor and being so stupid I actually thought he was an alt made to troll on purpose in pugchamp.
I'm fine with new players in pugchamp even though I don't really play there to teach new people how to play but to just keep saying that you're not trying and fucking around when people ask you to stop is seriously completely obnoxious and ignoring everyone who is giving you advice then going on the forums and saying the community hates new players is just stupid

Honestly most people who seem to be "IMPROVING SUPER MEGA FAST" have been sitting on dm/mge for a long time, people just dont notice them until they actually start playing 6s

Having a chromebook for using in class/ the library and a desktop in my dorm worked really well for me at college, if you need things other than using an internet browser not the best choice tho
