I have a FPS problem and it doesn't make sense

What the problem is: I'm playing on 1024x768 right now, with chris' maxfps config, but my game is running at a very low framerate, about 50 (I tested it on pl_barnblitz few days back). The thing is, when I was playing long ago on integral graphics card (Intel) I could get over 100 FPS with ease. I bought a GTX 1050 Ti from Gigabyte few months ago, and even then it did excellent work. The problem started in December 2019. Since then I tried to reinstall TF2, make a new config, change dxlevel in launch options, even don't use any FPS config and just play on default settings set to low. None worked, although dxlevel81 gave me little more FPS, but it's still unplayable without lag spikes from even one sticky bomb detonated in front of you. Does anyone have any idea what's wrong?

My PC specs:
Intel Core i7 6700
Gigabyte GTX 1050 Ti
8 GB RAM DDR3
2 TB HDD (where TF2 is installed) and 256 GB SSD (for OS)
Windows 10 Home (probably not important, but don't know)

Post your entire launch parameters.
Check for weird programs running on background.
Have you physically cleaned your PC up? Maybe dust cluttered around can cause performance issues related to elevated temperatures.
Do you have spare PC components to exchange for your current ones? Maybe there's a faulty part that's causing you trouble you might want to identify by replacing them and testing if everything goes back to normal.
I have a PC worse than yours and i get +250fps constant in dx81 1920x1080, although I run TF2 on an SSD, so it's definitely a weird issue.

Edit: check for faulty cables as well, you could try replacing HDMI/VGA, and PSU cables.
Edit 2: does this only happen in TF2, or your PC is generally underperforming in games where the entire PC *should* be doing well?

My launch options: -novid -exec autoexec.cfg -nojoy -dxlevel 81 -full -w 1024 -h 768
I don't run any programs in the background other than Firefox on my second monitor, when I'm playing lobbies.
I didn't clean my PC for about a year or 2, and when I opened it, there wasn't pretty much any dust, maybe a little bit on the radiator. I keep my room very clean, so it really shouldn't be the case.
I don't have any spare parts, but after cleaning my PC a few months ago, everything worked as intented.
I replaced my faulty HDMI cable, but I did it because of losing signal on my second monitor.
In CS:GO I got 127 FPS average on Benchmark map from Workshop, in the 5v5 match I'd have more like ~150.
In LoL, I have 200 FPS average, full HD, highest settings.
In BF3, I have over 100, I don't remember exactly, last played half a year ago, on full HD on medium settings, but I guess it would work the same on high as well.

Edit: I decided to try once more, so I combined dxlevel 81 with chris' maxfps config, and I got really big boost of FPS. I played one match on Badwater, and I had consistent framerate at around 150 FPS, even in the middle of fight, so I guess I fixed it.

Try switching to your integrated GFX and see if it makes a difference.

I have mat_queue_mode set to "2" currently, maybe could change that too?

My rig's quite recent and I'm getting 90-150 fps on pubs depending on how much stuff's happening. So there's that for benchmark.

If you want more frames than what you're getting, overclocking does the most for least effort.
Leave mat_queue_mode as 2.

chris cfgs are really outdated, you should get something newer like mastercomfig or comanglia

since nobody mentioned it, you should remove -dxlevel 81 from your launch options. It won't make a difference to your fps but leaving it in causes problems

First in your launch options your -exec should be +exec. Other than that I’d recommend using mastercomfig medium low or medium for your pc. If you also want I can link my config and see if that works.

I always used -exec and it worked as intented, does it change anything?

I installed Low mastercomfig preset and it works really well, should I move to medium low? I don't care about quality, only for FPS.

Edit: Ok I'm actually stupid, -exec doesn't exist, it's execing the autoexec on default.
