Correct me if I'm wrong, but it is theoretically possible to create a mumblelike overlay that displays the spawn waves ticking down and it should be consistent with ingame spawn waves as long as you hit a button to let it know of round restarts and point captures. If such a program existed (even in a different window and not an overlay) would you consider it's usage unethical?

I doubt it, to be honest. If it does, then there is probably more than just a 0/1 value for it. It'd probably be 0 - off, 1 - your team, 2 - both teams.

It does show both teams. It's a command that prints them to the chatbox.
Red: Min Spawn 10.00, Scalar 1.00, Next Spawn In: 4.23
Blue: Min Spawn 4.00, Scalar 1.00, Next Spawn In: 0.33

That does show the current wave, but I was thinking of something that would show the current eligible wave (wave people get popped in if the die at that time) and all waves before it.

The command (mp_showrespawntimes) now requires sv_cheats set to 1

though this specific command requires sv_cheats, you can still do showpanel specgui in order to see your teammates health/respawn timers (http://www.teamfortress.tv/39561/a-bug-and-an-exploit)
that said, you shouldn't do it because it's an exploit and I know at the very least it's not allowed in esea (presumably other leagues as well)

the real play is to communicate effectively with your team by asking things like "when are you spawning" instead of cheating and relying on a hud element to give you all the information (though obviously you can and should put it to use when you are dead and spectating your teammates, for example by calling that everyone's low hp or the next spawn wave isn't for another 10 seconds, etc.)
