if u are playing ugc then just add leaders in iron / steel through the team list and schedule with them
if you are playing esea then say that you are looking for a scrim in low open and someone will respond to you if they want to scrim you

You try them out in scrims like a normal human being and if they performed well and you liked them you invite them to play with your team.

hint: North America has 3 time zones and the majority of players have other obligations such as school or work; 9est is generally when people start scrimming (6pm for west coasters, people tend to like to eat dinner at around that time so those of us who don't have bed times and or are able to stay up past 11est tend to start at more like 930 or 10; invite games generally start at 11est and can be an hour or longer lol)
maybe if you were playing ow you'd be able to find a scrim at 430pm but that's just not going to happen in tf2 there's not enough teams
