Processor:Intel Quad Core 2.4 GHZ x4
Motherboard:Refurbished Socket 775 Board
Graphics card:GeForce GTX 750ti 2GB
Ram:8Gb
Could this run TF2 on ultra settings or below

Definitely not considering that cpu. TF2 is mostly cpu bound, so I highly doubt you will get a respectable (60+) frame rate.

Yes it can run TF2.
Ultra does not exist in TF2.
You will get a number of fps. That number will be lower on higher settings and higher on lower settings.

It was a sarcastic comment.

The Q6660 was a pretty awesome quad core cpu back in the days and it still has potency power, but tf2 is mostly a 2 core bounded game, and the other 2 cores will be useless, so something like an i3 will definitly help tf2's performance, but that's not within your budget i aussume, so just try overclocking if you have an adaquete cooling system for your cpu.

A third core still helps a bit. There's still the GPU driver. While driver + TF2's second thread don't max out one core you still gain a bit by having them on seperate cores, although 2 Cores + Hyperthreading (i3) works almost as well.

He still hasn't really asked a question we can answer.
