There's a command to set the number that your sensitivity changes by. I forget what it is ( zoom_sensitivity_ratio ?), but like if it's 1.2 and your sensitivity is 2.11, then when you scope in I think it does 2.11/1.2=1.758.....

Yo don't actually listen to me I don't play sniper.

Interesting fact: by default, you already aim slower when zoomed. Set zoom_sensitivity_ratio to 3.75 (75/20) to get a 1:1 sensitivity in scope and out of scope.

There have been pages upon pages upon pages of discussion on this topic (what the zoom fov is and how it affects the sens, something about source using the vertical fov only idk I can't remember the details I'm dumb) and I think the end result was that the right value for zoom_sensitivity_ratio that doesn't change your sens is either 0.87 or 0.78 or 0.84. There were a few numbers thrown around with their own explanations and idk which one was the most commonly accepted one.

But don't take my word for it, just look for the thread, I'm sure it's not hard to find. There was also a mini revival of the discussion in 1 of the matchmaking threads where people complained about the zoom sens command being blacklisted in mm leading to them not being able to snipe. Thats where I remember 0.84 0.87 and 0.78 being used as the "right value" with their own paragraph long explanations and calculations, so just look for that thread.

if you want it to be the same cm/360 your zoom sense needs to be around 3.6
if you want it to move the same amount of pixels on screen while scoped it's 0.8333
