I have about 150$ in my steam wallet, and I need to paypal money to afford a new graphics card. As of now I can barely run tf2 with my current graphics card. If anyone has any games, or items that they would like me to buy for them on steam, in exchange for the equivalent price in paypal money it would be much appreciated.

Why not buy TF2 keys then sell them? I don't know if you'll get the exact equivalent but it's something.

Check CPU frequency and GPU usage. If the GPU isn't at or close to 100% it's not the GPU.

The top 4 reasons for low fps in TF2 are:
