Crash + TF2 Update = Low FPS?

So since the steam controller update my fps have gone down from 100 to 20 constant
that day i started tf2 like normal , but then when it reached the main menu i couldnt move it and couldnt do anything , not even CTRL ALT DEL , so i had to force my computer to shut down , after that when i was turning it down it took around 20 mins updating for some reason , when it finally ends and i go to steam i update tf2 like normal but when i go to play i get 20 fps on every server and map there is. the day before that everything was fine , nothing changed . Also this fps drop is only in TF2 so i will assume it has something to do with this update
Using Comaglia's Max FPS for medium pcs

Tested:
Restarting computer
Checking temps , cpu usage , ram etc
Cleaning PC internaly (ccleaner) and cleaning the inside of it
