I have set the LOD BIAS to 15 this is what i got.

Its super blurry and square shaped. I also can't see through the window

It looks like you have that low res image command in your launch options as well, that'd explain why it's at least affecting hud elements. I don't know why you can't see through the window.

Is this on a locally hosted server? Most of the commands that make TF2 this blocky are SV secured, so your TF2 wouldn't look this bad in normal gameplay.
