How do i edit class.cfg files

ive been doing some reading on cl_interp and rates etc. and it seems like this is what i should use:
hitscan class cfgs:
cl_interp 0.033
cl_cmdrate "67"
cl_interp_ratio "2"
cl_lagcompensation "1"
cl_pred_optimize "2"
cl_smooth "0"
cl_smoothtime "0.01"
cl_updaterate "67"
rate "100000"

projectile class cfgs:
cl_interp 0.0152
cl_cmdrate "67"
cl_interp_ratio "1"
cl_lagcompensation "1"
cl_pred_optimize "2"
cl_smooth "0"
cl_smoothtime "0.01"
cl_updaterate "67"
rate "100000"

so my question is: do i just paste these lines of text into the class.cfg folders?
like this? or is there another way to do it?

another noob question: whats the difference between a config and a script?

  3. difference: nothing in regards to tf2, configs are just scripts in source
