-I wanted to know what could be changed for better fps

-When i play this is on my top left corner: http://i.imgur.com/tB6uzta.jpg

-When I create a server i seem to have "fast fire" and i cant move , this is only on Lan Servers though

Change host_thread_mode 2 to host_thread_mode 0 to make local servers work.

"r_flashlightupdatedepth" = "0"
Pretty sure this isn't Gmod

You actually put a lot of commands in here that do nothing in tf2

Hey man there's a couple FPS configs out there, but the most famous/widely used is Chris' configs. You can download them here(zip archive)
https://chrisdown.name/tf2/

If you want the most FPS, open up maxframes.cfg with notepad++(or something similar)
then follow the instructions in the cfg.

Once you're all done, save it as all files, then name it autoexec.cfg

Put it in your tf>cfg

i agree with brizz. if you got your config for an fps-boost, then just get one of the 'famous' ones because they're great. chris', m0re's, and there's also a recent one; rhapsody's. i might be missing another name, but one of these should be just fine.
