idk much about the older amd cpu's but i do know most athlons are pieces of shits so i guess it is expected to run that kind of fps. i used to have a core 2 duo and a core 2 quad before with a shittier card and i had about 40-90 fps so yours seems about right

Yeah, it's probably your cpu like Oblivionage stated. While I don't have any experience with athlons, I am using the same gpu, and I am able to get 120 in dx9.

Try improving the graphics a bit.

I tried to run TF2 at dx8 with my gaming PC because I like that pixely plain look but I was getting constant freezes that took about 3-6 seconds and my FPS was around 300-400. After switching to dx9 and and higher video settings (almost everything on recommended) I get constant, locked FPS of 131 and never had a freeze since.
