FPS spikes/stutters

My fps stutters from 120 (my fps max) to around 5-15 every couple of seconds. A couple weeks ago I was getting a steady 300-400fps

I've tried disabling steam community, changing dx level from 81 to 91, changing mat_queue_mode from -1 to 2 and vice versa and nothing has helped.

I play fullscreen 1440x900.
My computer specs:
i7-2600 (3.4 GHz)
i think 12 GB of ram (windows says 6 but i installed a new stick myself a long while back, before problem)
Radeon HD 6870

Anyone know why this may be happening? I checked the other threads and all I saw were suggestions to download gamebooster or change something in the cfg, which ive tried.

I'm currently updating my graphics card driver + defragging hard drive, but those shouldnt be the causes.

I know that on my system I can get some weird fps drops when I have -refresh 120 or -freq 120 in my launch options. Try removing those commands if you have them and see if that helps.

-full -w 1440 -h 900 -console -novid -useforcedmparms -noforcemaccel -noforcemspd

edit: it might be my hard drive
16000 fragments and counting... only ~1/6 done. This is probably because my cat stepped on my power strip on/off switch...
last defrag, couple weeks ago was only 25, this is probably the problem occuring. Will let you guys know

I started having some frame drop after I set my fps max, when I set it to what Chris's config was it didn't stutter or drop anymore..

i've tried multiple fps maxes, none helped.

for some reason, re-entering -dxlevel 81 into my launch options and playing window fixed the problem (i think)
it also might've been the defrag, because that was running simultaneously.
